Paul has practiced law for 23 years, with the last 18 years devoted to representing customers in energy, water, and solid waste matters before the California PUC and in civil court.  Most recently he was General Counsel at Utility Cost Management LLC, a consulting firm that serves business, government, and institutional customers on matters relating utility rates, charges and service.

Paul has extensive experience representing clients in all types of California PUC energy proceedings, including rulemaking, investigation, complaint, general rate case and other application proceedings.  He has handled numerous evidentiary hearings, as well as administrative appeals, petitions for modification, applications for rehearing, and petitions for appellate review.  Some of Paul’s PUC successes include representing the California almond hulling industry in a landmark complaint case; the rice milling industry in a major re-write of agricultural tariff provisions; a trade association to obtain rate relief in the wake of the California’s energy crisis; and being hired by the PUC’s Consumer Services Division in connection with its investigation of an electricity service provider’s billing and advertising practices.

Civil court matters have included many cases involving utility user taxes, water and wastewater fees, and solid waste fees.  Paul has also handled many appellate cases involving water, energy, and utility user tax issues, including one which he argued before the California Supreme Court.

Prior to his involvement with public utilities law, Paul worked at San Francisco law firms focusing on Chapter 11 bankruptcy, loan documentation and workouts, and commercial litigation.

Paul hold his B.A. from the University of California, Berkeley (Soviet Studies), and his J.D. from University of California, Hastings College of Law.
