Experience

Carolyn Elefant is the director of CLP's FERC practice group. Carolyn is a veteran energy law attorney with more than 25 years of experience in advising on energy and utility transactional matters, and participating in and litigating energy cases before the Federal Energy Regulatory Commission (FERC), state commissions and trial and appeals courts throughout the country. 


Prior to founding her own firm in 1993 Carolyn worked as an attorney-advisor at FERC and as an attorney at several national energy practices in Washington D.C. 


In addition to her law firm experience, Carolyn co-founded and served as counsel to the Ocean Renewable Energy Coalition, the national trade association for the marine and hydrokinetic industry for a decade before the organization merged with the National Hydropower Association in 2014. Carolyn has testified on energy legislation before Congressional committees and advised staffers, served as an expert witness in gas siting cases and speaks and writes on a variety of energy topics. Carolyn speaks and writes on energy topics, and has published peer-reviewed white papers and articles in the Energy Law Journal on various energy issues including the  Public Utilities Regulatory Policies Act (PURPA) where she is recognized as a national authority. 


Carolyn is highly regarded by industry peers. Carolyn was named an Energy & Natural Resources SuperLawyer in DC from 2012 onward – an accolade awarded to the top five percent of practitioners in a field. She is also quoted frequently in industry publications such as Platts as well as national media such as The New York Times, Boston Globe and others.


Specific competencies: All FERC electric regulatory matters including market-based rate applications, merger proceedings, generation interconnection agreements (state and federal), net-metering practices, PURPA, issues related to participation in organized markets, FERC ratemaking (gas and electric), FERC siting for conventional hydroelectric and marine hydro-kinetic projects, general familiarity with NERC and FERC compliance and enforcement, rehearing and appeals of FERC decisions.
